Within the context of the Mexico Renewable Energy Program (MREP), Sandia National Laboratories partnered with well-established project-implementing organizations in Mexico, including federal, state, and local government agencies as well as international and local non-government organizations, and works to incorporate the use of renewable energy into their ongoing development programs. The program also worked closely with U.S. and Mexican businesses, as well as with Mexico's Solar Energy Association (Asociación Nacional de Energía Solar - ANES). These partnerships were key to the success of the program.

The MREP in the final stages focused on partners who were either implementing or who were planning to implement a program that involves the large-scale installation of renewable energy systems. The program's application, where the renewable energy systems are employed, was either a replication of a previous application performed in partnership with the MREP, or a new application where the MREP provided considerable technical guidance.

There were four main Sandia partnerships at various levels of development that were pursued that involved large-scale renewable energy installations, they were with:

  • Fideicomiso de Riesgo Compartido (FIRCO)
  • Secretaría de Educación Publica (SEP)
  • Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT)
  • Comisión Nacional para el Desarrollo de los Pueblos Indígenas (CDI)
